This might be lengthy... I don't think the kiss was intended to be "romantic" and I mean it was a good kiss. I think the kiss ( Bell's) was Bell's third time of asking Claire if she liked her and Claire's kiss in return was her response. Prior, Bell had asked twice and Claire gave her no direct verbal response. I think it started during Bell's conversation with Kao, while Kao was informing her that she no longer needed to worry about Deedee& company, that she had given them what they desired and they were no longer going to bother her, the person who came to Bell's mind was Claire - in relation to protection against the 3Ds. So what does Bell do ? She actively sought out Claire at her place of solitude. Then when Claire starts talking about how Bell reminded her of her early self and whatnot, Bell grows bolder and impulsive...thus the kiss . I also think the kiss needed to happen, given how the episode ended, there would have been too much of a bridge between the two for them to become people who support each other and provide emotional value, the kiss closed that gap to a degree. Without the connection of the kiss, Bell probably spirals after her dad's death and Claire goes back into the darkness after Pa'porn's death.
