Chi wen said his people can be saved, who would want to kill their loved ones by their own hands. He saw them in pain and to stop the pain he turned them into stones without realizing they look stone from the outside and still conscious and suffering. He mistakenly extended their pain, punished himself for doing so, was commiting suicide.. so he is very emotional creature. He tried his best to undo the spell.. finally he understood or came to the realization that his people can only be free of pain by death/non existing. He is not a very villainous character, rather very caring one towards his people.
