Possibly but I think more likely we haven't seen her. She's running Wufeng, she can't be at Gongmen at the same time. Unless of course she is the secret 4th elder that seems to be never around/was banished from Gongmen. But even then, we've never "met" her.

Nope, that also doesn't to me even remotely sound like her. But in any case, I always felt Zishang is underestimated. Maybe she did really run Wufeng when she was only at most 10 years old. And sending a Wufeng spy to steal the Herb Elixir that she gets every day for herself is really a fantastic way to pull the wool over everyone's eyes.
