and yes it's not a hit, maybe for a 5yrs old drama ratings are good, but in current standards they are just so-so

Means they can Broadcast (Air) the drama now,

Distribution license is like a censor certificate from the C-Government every new drama needs to get it to air the drama on TV/ in streaming site
