I don't think either of the guys from the tub is the villain. One of them is clearly being set up as the second male lead, and the other is hopelessly in love with the second male lead's sister, so neither of them feels like the mastermind to me.
My guess is that it's either the Right Chancellor or the guy from the Bureau the talisman guy who sells bombs and powders. The Right Chancellor is smart, tall, and although he's made to look older, he actually looks younger than the Left Chancellor. His body proportions also seem to match the masked man from the underground scenes who mentioned having someone inside the Bureau close to Miss Meng so they could use her as a pawn.
Another reason I suspect the Right Chancellor is because I looked at the character relationship chart. The Right Chancellor has a connection with Baron, but it's marked with a question mark, meaning there's an unrevealed relationship between them. Similarly, Miss Situ from the pavilion also has an unknown relationship with the Bureau guy, and that's marked with a question mark too. Those hidden connections make me think the villain is most likely either the Right Chancellor or the Bureau talisman guy.
