Uk only loved one woman and it was Cho Yeong a.k.a Naksu. Mudeok was just the name she used to survive and Jang Uk referred her as Mudeok to hide her identitiy. No one ever complained that he loved Mudeok because there was no Mudeok, she died when she was a child. Now he loves "Jin Buyeon" a.k.a Cho Yeong a.a.k.a Naksu because his soul wants her soul. The original Jin Buyeon was only a plot device.
