There was this one scene where he spoke to one of the officials and told him that he was like a father to him, that he was the only one he considered family, and that made it seem like he had deep routed issues and I thought that would be his motivation for power and revenge, which would've made sense. however, they haven't touched on that topic since then and I agree with you, I love this drama but since all the other important characters are pretty well fleshed out, I would've expected the same for their villain.

Can someone explain to me what problem Jo Chul Kang has with the Ri Family? I understand that he killed Mu Hyuk, because he had all that evidence on him, but why does he also hate Jung Hyuk so much. Considering that Jo Chul Kang covered that that incident from the beginning, that made Jung Hyuk suspicious of him, I understand that he wanted to put him away. But Jo Chul Kang gives off hard resentment vibes, as if the whole Ri Family owed him a life or something, I don't understand why he is so mad all the time. With 6 eps still to go, maybe this is yet to be revealed, but I wonder if I possibly missed something. Maybe he is just mad all the time?
