I think the dragon fire also severely weakened Fu Yin's power in that moment since he was channeling a lot of dark aura through YH to get the HPS and kill her (although no physical harm done to him since he has that cloak), which may have weakened the barrier enough for BXS to break through. After that scene of Fu Yin talking to Changlan, it seemed like he was confident that BXS wouldn't pose a big threat to him since he's now focused on the war.

With the Nine Stars/Life Switching Spell, if YH is dying, then TY dies instead. Saving TY first wouldn't do anything since he's not the one actually fatally injured, and he would still die if YH is dying. To save them both, BXS must save YH first.
So when BXS shot them both with an arrow through their hearts, it was to transfer the heart protection scale back to YH to sustain her life again for the life-switching spell to stop since YH would no longer be in danger of dying.
