If she wants to build the bridge, the right way shouldn't be to join the town hall?
Could the bridge be a metaphor? I think that her mentioning of “building the bridge” foretells what she does at her workplace to build bridges. Sakura is pro-active and very vocal. Just being herself, she connects people and becomes a bridge.
