Even if it proved that Mo Yi didn't ask for bribes and thus had no motive to kill Madam Wu, it won't solve the case. It would only prove Mo Yi was innocent but the Anzhou merchants would still be an uproar, demanding justice. And for the Emperor, that is not the conclusion he wants. What he needed was to temper the anger of the merchants, hush down the whispers in court and pave the way for the Salt Reform. Mo Yi was innocent but the Emperor had already deemed it necessary for him to die. Mo Yi is the "justice" the Emperor needed.
The relationship between ZL and TY right now feels like two people walking on a dark, foggy road. It's scary and ZL, in his desire to protect TY, puts a shield over her eyes so that she doesn't have to see how scary it is. But she already knows its scary and wants to protect him, too. But walking around with a shield over your eyes makes it impossible. And when new scary things come their way, he keeps trying to shield her while he fights those new scary things. I got the impression that TY was doing that to convince Madam Wang to allow A'sen to marry her daughter while ZL was convincing Commander Wang. Not as a separate strategy but the on the same line as ZL's to form an alliance between the two families
