Here's my theory. Woo Hak is Ki Ho's real brother, not Ki Ho.

I don't think that The first three episodes mentioned that Ki Ho was an only child.

Towards the end of ep 4 during Woo Hak's flash back, the dad said, "Where is he...Jung Ki Ho" instead of "Where are YOU...Jung Ki Ho."

Also, Bo Geol found Mok Ha without reading the note, too.
