I don't think the two brothers are in the killing together... And with that I mean they could be both planning revenge and be unaware of their respectively doing.
Also the social worker woman is probably the girl who was assaulted by the Chief Police so she could be in this too somehow. Idk about the others, they could be both close to the welfare's perpetrators or victims at this point.

Tbh idk if the judge parents are the one who closed down the facility, cause the mother recognized Crazy Dog after she sees him on TV... Then we see her worrying about whether or not one of her sons can really forgets everything. Don't seem the words of someone who's completely innocent to me. And from the way she act around the youngest son is already a pretty clear indication that's something's going on here.
Also the lady who owns a restaurant, where the police always go to eat... She's searching for her missing son. I wonder if he was one of the kids at the welfare center.

Also it looks like Sung Joon doesn't remember his past, only the impression of the trauma? At least the "him" we saw: it wouldnt be weird for boy traumatised as him to suffer from a dissociative disorder, but that would be a little too cliché.
