The point was, there's not enough thinking Sunshine can do. No matter who he erases, it has bad consequences. Q wants him to erase people, but every disappearance makes things worse. Even if he chose some random passer-by, the result will be bad.

Actually it doesn't bring more, but can lose some viewers. I have for example dropped some series, not watched the next part. Lost the interest while waiting.
Instead of only blaming Sunshine I have to think about Q too. Whenever Sunshine wants to discuss more about the point of erasing people, Q just avoids the questions and insists Sunshine to announce the next person to erase. When he chooses someone, Q says he's "crueler than he thought". Like how? No matter who he erases, the result is the same, someone suffers.
