Ometsuke Inui of the Shogunate, who worries about the nation and mourns the decline of Bushido, decides that the reform of the shogunate government cannot happen by force. He summons four men and women from the national government, led by leader Inui Gennosuke and organizes a secret investigation agency. Based in Fukagawa's culinary teahouse "Azamiya," the four take root in a corner of Ichii and uncover the great evil that pervades the dark part of civil society.
