The story follows Wei Hsiao Pao, a clever and resourceful young man who has lived with his mother in a brothel in Yangchou since childhood. After helping the Heaven and Earth Society resist the Ching soldiers, he gets himself into serious trouble and is secretly brought into the imperial palace by an elderly eunuch, where he assumes the identity of a young eunuch. Within the palace, Wei Hsiao Pao becomes a close friend of the young Emperor Kang Hsi. The two develop a deep friendship and join forces against corrupt officials in the palace, helping Kang Hsi eliminate his political enemies and strengthen his position.
