What do you think abou the story of Heo Yoon-Jae?

Seriously, am I the only one who thinks that if you find a lost child you need to go straight to the police station and try to find their parents?! Not to look after this child for one whole month and then just to abandon them infront of the orphanage! It's just so messed up.
