Help about Sotus episode 7

I don't know, BUT I have an idea...
I think it's a continuation of the whole "Arthit's standard first reaction to everything is a big fat NO." obviously he was moved, so obviously they passed, but I think he had to be talked into acknowledging it officially by his fellow seniors first. would've been nice if they'd actually shown us that because yes, it's a bit confusing and this is just a guess of mine based on Arthit's personality. but I think it makes sense?
