Mowa Settsu was a Japanese novelist, golf critic, and golf historian. After gaining prominence as a humorist novelist in magazines like 'Shinseinen,' he authored numerous golf-related books as a golf historian, contributing to the construction of golf facilities and golf courses.

He entered the Keio University Faculty of Law, intending to study humanities initially. However, due to strong opposition from his father, he pursued political science instead.

After graduating from Keio University in 1924, he wrote essays for a golf magazine published by his friend while engaging in business activities such as trade on the side. In March 1939, Settsu debuted as a writer with the publication of 'The Generosity of Nobuko Katana' in the March 1939 issue of 'Shinseinen' at the age of 40.

In 1941, he served as a commissioned officer in the Army Information Department and accompanied the front lines in China. In 1943, he stayed in Manila for 10 months as a naval correspondent. The following year, in 1944, he serialized his first newspaper novel, 'The Road Is Near,' in the Mainichi Shimbun.

After 14 years as a novelist, he became a golf historian, writing many golf-related books and translations. He became the first Japanese member of the Golf Collector's Society in the United States and served as the chairman of the Japan Golf Association's Historical Materials Committee in Japan. In 1979, as the chairman of the same committee, he played a leading role in the opening of the JGA Golf Museum in Hyogo Prefecture, also serving as its deputy chairman.

In 1988, he was hospitalized due to a loss of appetite. In August of the same year, he passed away from stomach cancer at the Juntendo University Hospital in Bunkyo Ward, Tokyo, Japan, at the age of 89.
