After graduating from university at the age of 27, he studied under the screenwriter Yagi Yasutaro through a relative's connection. With Yagi's introduction to Toei-affiliated company Uni Planning, Tsujino joined as a third assistant director in 1985 for Toei's Wonder Comedy Series "Katte ni! Kamitaman". Although he temporarily left the set due to gout, upon his return, he became a second assistant director and then was promoted to chief assistant director with the directorial promotion of Sugio Kondo, who had been the chief assistant director. At the age of 32, he made his directorial debut with "Omoikkiri Tanteidan Haaku Dogu" where he also wrote the screenplay.
After working as a director and assistant director at Nikkatsu, he returned to Toei.
