Originally from Chiba, Japan, Masumoto graduated from Shizuoka Prefectural Shizuoka High School in 1995. After completing his studies at the Faculty of Science and Engineering at Waseda University, he joined Fuji Television in 2000.
After several years as an assistant director and assistant producer, Masumoto made his debut as a producer with the series "Okan wa Uchu wo Shihai Suru" in 2002. He has also participated as an external lecturer at his alma mater, Waseda University.
In June 2013, Masumoto was appointed as the head and producer of the Drama Production Center. From January 2015, he served as the head of the programming department in the Programming Bureau.
Masumoto resigned from Fuji Television on January 8, 2019. Since then, he has been working as a freelance producer and screenwriter.
