His father, Fujioka Hajime, was a prominent swordsman actor.
Growing up, influenced by his father who was an actor in sword-fighting dramas, he developed an affinity for chambara films and popular theater. After graduating from Tokyo Shibaura Commercial School in 1950, he initially worked at Citizen Watch before transitioning to acting. He performed with the Umewaka Shoichi Troupe, Asaka Kiyoshi Troupe, and Fujio Yoko Troupe before switching to comedy at strip theaters such as Asakusa's Rockza and Ikebukuro's Franceza, facing hardships along the way.
In December 1955, Totsuka married Mizukawa Sayoko, the leading actress of Shinjuku France, and they had a daughter named Totsuka Chieko.
In June 1958, following the departure of comedian Ishii Hitoshi from Shinjuku Franceza, Totsuka also left and joined him in founding the "Warau Nakama" (Laughing Comrades) troupe at the nearby Shochiku Bunka Theater. Due to various circumstances, they reorganized as the "Ishii-Hitoshi Troupe."
In 1961, the Ishii-Hitoshi Troupe disbanded. Totsuka co-formed the "Guutara Trio" (Lazy Trio). The following year, they changed their name to the "Tenpuku Trio."
In 1972. he fell ill with liver disease and had to take a break, going in and out of the hospital. On May 12, 1973, he passed away at the National Medical Center in Shinjuku, at the age of 42. The cause of death was liver cirrhosis with complications of gastric ulcers.
