Oshima Arata is a Japanese documentary filmmaker, producer, and television director born in Fujisawa, Kanagawa, Japan.

He attended Fujisawa Municipal Kugenuma Junior High School and graduated from Kanagawa Prefectural Shonan High School. After two years of preparation, he entered the First Literature Department of Waseda University. He joined the exploration club and traveled to Africa while working part-time to earn travel expenses. He had to repeat his first year of university.

After graduating, he joined Fuji Television in 1995. In early 1996, he married a classmate from university. Two weeks later, his father, the filmmaker Oshima Nagisa, suffered a cerebral hemorrhage at Heathrow Airport in London. While taking care of his father, his mother developed depression and frequently left home. During this time, a proposal he submitted to "The Nonfiction" was accepted, and he directed his first work, "The Teacher is a Silver Medalist".

In 1999, finding it increasingly difficult to produce documentary programs within the company, he left and became a freelancer.

In 2009, he founded the video production company Netzgen.
