He served as a judge for the Hakodate Port Illumination Film Festival Scenario Award and as chairman of the feature film section at the SKIP City International D-Cinema Film Festival in 2012. Additionally, he has been a judge and artistic director for the AIYFF Asia International Youth Film Festival (held in Korea, China, and Japan) since 2018.
He is a graduate of Nara Prefectural Nara High School and Keio University's Faculty of Law.
He joined Fuji Television in 1981, initially working as a production desk assistant on "Nankyoku Monogatari" before serving as a production assistant on "Chinpilira" and "Sorobanzuku". In December 1987, he made his producer debut with "Take Me Skiing".
In 1987, he founded the theater "Cine Switch Ginza", which alternately screened Japanese and Western films.
In 2019, he retired from Fuji Television and joined Japan Film Broadcasting Co., Ltd. In the same year, he became a visiting professor at Musashino Art University's Department of Film Studies.
Kawai has served in numerous roles, including chairman of the Short Film Consortium (Digital Content Association), member of the Ministry of Economy, Trade and Industry's Film Activation Committee, advisor and moderator for the Tokyo International Film Festival, and more.
