Mitz Mangrove was born in the Midori Ward of Yokohama City, Kanagawa Prefecture on April 10, 1975. He works mainly as a crossdressing talent but is also an actor, narrator, and drag queen. His father is Tokumitsu Jiro, who served as Isetan's UK president and the deputy manager of their Shinjuku location. His uncle is announcer Tokumitsu Kazuo. Talent Tokumitsu Masayuki is his cousin. He and Matsuko Deluxe, also a crossdressing talent, are best friends. He has previously stated that he is gay and has known about his sexuality from a young age. He is signed to Sony Music Artists as a musician.

He is fluent in English due to his father's job and attended elementary and middle school in London but attended Keio High School after returning to Japan. Following his graduation from the Department of Political Science in Keio, he went on to attend the University of Westminster for two years.
