In March 1924, he completed his education at the former Nishikiko Commercial School in Kanda Nishiki-cho, Tokyo, and began his career at Kokusai Katsuei in Nishi-Sugamo, Japan. However, financial difficulties led him to transfer to Toa Kinema Koyo Studio in Koyo-en, Nishinomiya, Hyogo, by December 1925.
At the end of the same year, he joined the new Maki-no Talkie Studio and made his debut in the record, Kabu Takayoshi's "Rurouni Heaven," released in 1936.
Later on, he joined Maki-no Talkie Studio and made his debut in Kabu Takayoshi's "Rurouni Heaven," released in 1936. Returning to Tokyo, he joined Daito Eiga in Nishi-Sugamo, where he adopted the stage name Tsushima Keiichiro and became a prominent actor once again. With the formation of Daiei Motion Pictures on January 27, 1942, through wartime consolidation, Tsushima continued his career with the company, primarily in Kyoto.
In 1947, when Toyo Eiga began production at Daiei's Second Film Studio, Tsushima transitioned to Toyo Eiga and resumed using the name Tsubaki Sanshiro. He continued to play supporting roles at various studios in Kyoto, including Shinko Eiga, Toho Productions, Kyoto Film Studio, Toei Kyoto Studio, and Takarazuka Film Studio, until he retired from the film industry around 1956. His subsequent life and date of death remain unknown.
