In May 1924, he joined Toa Cinema's Koyo Studio, making his film debut in the promotional film "Seeking a Father" for Yachiyo Life Insurance. The same year, Toa Cinema merged with Makino Film Production, and Matsuo's first lead role was in "The Toy Shop Boy" on February 25, 1925. After Makino Shozo left Toa Cinema to form Makino Production in June 1925, Matsuo moved to Makino's Omuro Studio.
In June 1928, he transferred to Sugamo Studio in Tokyo. He graduated from Aoyoko Elementary School in spring 1930 and briefly attended Kanda Masanori English School before dropping out in October 1930. Matsuo joined Shinko Kinema in 1931.
In May 1939, he became a freelancer and worked in independent productions. After the wartime merger with Daiei in 1941, he joined Toho. He moved to Shin Toho in 1947, returned to Toho in April 1951, and became a freelancer again in March 1959.
From the 1960s onward, Matsuo focused on television dramas. As of 1998, he was receiving medical treatment, but his later activities are not well-documented.
