The Gwanju is the highest ranking mage overseeing a establishment and is superior to other heads of the different mage schools.

Ok , first of all it was made very clear in episode 2 that the body has no Devine powers at the moment and that is the reason why HoGyeong wants her to give birth to daughter as a firstborn.
The power she has now( sensing Energy, opening Jinyowon etc) is not Devine powers, that is related to the Body’s DNA. ( Rewatch ep2 it’s explained) The Devine power comes with the Soul not the Body.

Remember Buyeon soul was clinging to Naksu’s soul energy and master said he would need to get rid of Buyeon’s soul to save the body? I think it’s a possibility that Buyeon soul didn’t leave and is probably still clinging to Naksu’s energy, thinking about it, maybe that’s what Master Lee is trying to find out. If Buyeon Devine powers come back it means her soul has managed to recover and therefore will reject Naksu when Naksu memories come too because Naksu’s own powers will send the Body into overdrive, if Naksu memories come first, she might be able to own the body because it seems it would Dominate Buyeon by stopping her Devine powers coming back because her( Naksu) power would then reject Buyeon’s soul fully.

PS. Rewatch Episode 2 and episode 6 He ( Lee) Did tell Yeong and Park Jin opposite things regarding the order how how things should return. Memory first then power/ Power First then Memories.
