Generally, when filming this type of scene, they either wear that kind of camisole (doudou) or have just one shoulder exposed (I don't recall seeing a completely bare back from a female, not even in the bathing scenes). In this case, they filmed with a male body double because half the back is visible, and that way they have a chance of getting it past the censors (with the understanding that the actress was not subjected to any embarrassment, indecency, etc., during the filming)
A shoot can involve any number of takes and last for hours; it’s not the same thing as simply wearing a dress in public. They’re probably trying to avoid future issues with actors complaining about feeling embarrassed during filming. They are extremely conservative, generally speaking.
