I’m going to take a stab in the dark and say that since the screenwriter mentioned one of the themes was that ZL keeps losing things as he grows, he might have to do all the official stuff and loses his way but eventually gets back on track. he also retires from court by the end.

I think you can also view it as she’s determined to get what she wants, but she also thinks that she’s doing what’s best for him. the official route is the only way she knows and she is trying to clear his name as well. but since he’s a smuggler, he’s also not used to doing things that way and just wants to avoid attention. she’s dragging him into the spotlight, and he is fighting back for the time being, but her determination is what ultimately catapultes him to power later on.
