I explained this in another comment, but yes. He did have feelings for her. His childhood trauma and conflicting feelings due to she did to his father get in the way of his romantic feelings towards Ji-an. Instead he search every excuse to be connected with her. This is similar to how sometimes little kids pick on the girl they like because they don't know how to express their feelings (or are embarrassed by them).
I have rewatched it several times. Yes, he actually likes her but gave her so much trauma too
Actually he does have romantic feelings for her, it's just that he's too conflicted about it because of her being the person that killed his father. You can tell he has feelings for her based on his reaction when he sees Ji-an smittenly looking at Dong-hoon outside the restaurant as he's checking the integrity of the old building and when she admits to him having feelings for Dong-hoon when she retrieves his wallet. This is never fully explored in the story but based on the flashbacks from when they were little, he probably always liked Ji-an.
