No, most Cdramas don't record voices on the set and they do complete voice over later.Only in past 2 or 3 years some of the productions have started recording voices on the set. For now they're mostly doing this for modern dramas although recently a few costume dramas have started recording on the set too.And no, being an actor doesn't mean they're automatically good dabbers too, these are two different jobs.
You need to consider these are actors not professional dabbers. They didnt record their voices on set so they have to dub their characters separately but aside from having different accents some actors just aren't good at dubbing and their voices falls flat and emotionless so they prefer to leave the dubbing to professionals. Another currently airing Cdrama suffers from this problem and I really wished a professional dabbers have done the subbing instead of the actor himself

When everyone's complaining about something it usually means there's something to complain about. I have no idea how her character's gonna change in the second half because we haven't seen it yet but as of the first half the character is not the best it could be and what? we can't even complain even about the characters now? Is this comment section only for praising?
