what's up with the low rating? is it because new kdrama watchers have no idea who the cast are?

I'm not much into any sort of movies, so I'm not too familiar with this one. Just to make sure, do I need to watch the Outlaws before I watch this one? I just happened to see this movie trend on Netflix so I got curious.

Am I the only one thinking why that mfer Jin Mu still holds a position instead of being locked behind bars? He was literally caught in the act in season 1 and didn't do shit with his act of trying to capture Naksu. Is it just because of his connection with the crown prince? or am I just missing something since season 1 ended a few months ago and I can't remember what happened?
