Both JL and the Duke are well aware of the Princesses manipulation going on. They just need the solid proof to bring her and her brother the general down. Relatives of the Emperor have power. One has to watch where they step in that court. Grand Chancellor or not sometimes he can't get an audience with the Emperor. Not worry the Emperor is well aware of his sisters deception. He is trying to stop her. Of course they have to have irrefutable evidence to bring her down. The Emperor also has a dissatisfied brother at the front lines who goes along with the sister.
