What is happening now is the same thing, HJP is left with the opportunity to court SDM while NDS is away for three years, but since he is good boy, and has an inkling that SDM isn't over NDS yet, he does not. He bides his time until SDM will look at him, the same way she does NDS.
In comparison, NDS and SDM have been lying here and there, or withholding the truth. NDS lies to HJP of why he is in Sandbox, SDM lying to WIJ why she doesn't want to hire SST. Withholding the truth from NDS about her non-existent relationship with HJP.
Also, NDS piggybacking SDM, and letting SDM lie her head on his shoulder, and touching her, even though at this point, he knew that SDM and HJP are suppose to be in a relationship, doesn't sit well with me.
