I don't think they're forbidden to wield other mage's sword. Uk unsheathed his father's sword after all. I wouldn't take the poster too serious, I think they used Naksu's sword because it would look better than Jang Kang's sword that is too dark.

Unfortunately, I haven't watched many dramas with romance + action , but I would recommend Happiness. Some other action titles that are not focused on romance but has great chemistry leads are The uncanny counter (supernatural) and Taxi driver (thriller).
