You are looking at drama revenue and taxation very simplistically. If you had more understanding, you'd know the reasons behind these decisions. (I have professional knowledge)

i highly suspect taxes have tiers. revenue tax split in two years may be higher than one high revenue tax in one year. of course, officials write it down to say it's done to improve quality and pushing dramas to have less filler episodes.

censors are not dumb but they are restricted to follow the rules by the letter. so it depends entirely on how the rule's guidelines were written and most likely there's something there that specifically mentions title which is why this production team did it this way.

scriptwriter hinting that S2 might air during the season when the peonies flower which is April/May
it wouldn't be farfetched. given how it affected pre-orders for peony and tourism, there could be some additional pressure from officials from those provinces lol if s2 is released, they'd get a lot of tourists viewing peonies (probably other places would have peony viewing events as well).

Given the 24 epi, I'm more concerned of the separation time between ML/FL... they need to have more screen time…
given how quickly they resolve things in S1, I'd say 2-4 episode arc of the separation would be ample time.

Can anybody please explain a little bit the political issues. I think my misunderstanding is related to translation…
The emperor is young. He is Mr. Third. His older brother is the King/Prince of Ning. King/Prince of Ning being older is more established with a lot of connections and the military to boot. However, he is corrupt. Because of this, the emperor needs to control him and reduce his influence by removing King of Ning's people who are in power. To do this, he works with Jiang Chang Yang who pretends to be corrupt so that he can get close to King of Ning and know his moves and his network. Jiang Chang Yang and the emperor are childhood friends and both were students of Master Wu who is very upright and was a big influence to both of them.

As someone (i forgot who) earlier here explained, in ancient China, there is only one Emperor while the Kings (Wang) are usually brothers/relatives who lord over a certain part of the empire. It's not like European aristocracy with one King. The translations alternate using King and Prince.
