Even though I agree on that part that it's ex who's the problem, boss's move with punishment was made after she hit her ex with the bouquet which was unprofessional. The fact she knew him years before he was a hotel guest was a reason her boss told her to resolve it in the first place. He couldn't stop her ex from following her/giving her presents, it wasn't something illegal, and also reputation, good treatment of guests is everything for hotel
But after ex's outburst, he wasn't allowed to stay longer and had to leave. So, after all her boss is a good guy who cared for her, you can also see it time by time when he interacts with staff

I'm talking about having a reserve fund. In my country apartment owners are charged to pay some amount of money each month but this position is called differently. I've never heard about a specific fund named this way, even if it exists and called this way on some legal paper, in my bill this position is called something that may be translated as "capital repair contribution".
We also have separate positions for maintenance of residential premises and paying for waste management and intercom.
All I tried to say is that different countries have different systems and names for same things, and what seems obvious for you may be new for others :)
