Devil fetus is a baby born to become a devil like existence (Devil King, not to be confused with Devil God, second strongest after DG). In the novel there was a sequence in the immortal arc where that was somewhat explained. So there was this mortal couple that had 2 sons, in a town that had the newborns disappear. Their first born is a devil fetus, their second son is a baby born with three-way yin energy(perfect food for demons). So the devil fetus son had a cat with which he could speak and which he really "loved". Devil fetuses are therefore explained as babies that are to become devil kings and that are utmostly cruel and really heartless - that kid was the one that ate the missing babies in that city, didnt even feel anything towards its little brother when his dad went to offer it to the three headed demon. Tho heartless, when something catches their interest they do not let it go even if it is dead (the cat of the kid) or broken (object). Also as the second in power, only they can carry the devil bones and become a vessel for the devil God. Hope this makes sense.
