Well, 80% of dramas have some amount of repeated empty dialogs, dragging scenes and fillers, and you feel that they are just forcibly stretched to 40 episodes (which is more profitable), and should have had 32-36 eps max. So I don't think this is a bad thing to make it shorter a bit, but more dynamic.
I'm ok with tendency to make modern dramas with 24-28 eps, and costume dramas with 32-38 episodes. Maybe just some rare xianxia dramas with 2-3 reincarnation arcs can be justified with 40 eps.
