When you get to later episodes, you'll see Qi Sheng the puppet emperor have the same fear when he hears someone survived from the fire years ago. He knows he could be killed to make way for a new boy emperor who is easier to control.

It's never explained in the drama or novel about QQ's exact circumstances so it's probably something the author threw in there to explain why QQ has strange/modern ways of thinking.
