Small changes will basically update the current timeline but bigger changes essentially creates a copy of the timeline starting from the past. Basically now there are two timelines: 1) one where the current incense user went to the past and changed the timeline and 2) one where the current user has never used the incense before since it's still 20 years in the past.
The current timeline we are watching is the timeline that branched off 20 years in the past due to the use of the incense. This timeline gets realtime updates from the past. They're essentially still connected through the incense. Before an event actually occurs in the past, the current present is extremely volatile. All the "past events" can be thought of as "assumed" events that were generated basically through AI.
However, since the two timelines are still connected these events aren't concrete until the past catches up to the supposed event. Once the past catches up and the actual event differs from what was expected to happen, the present updates itself.
Until the incense are used up, this connection remains. This is why the people of this timeline can remember the events from previous timelines. As long as you become aware of timeline changes you become susceptible to the memory updates.
However, once the final incense is used up this connection severs. This is why Sun Woo was stuck in the past. The timeline connection broke.
From then on, his original timeline became separate from the new main timeline that was created through the use of incense. In this sense it can be assumed that there have previously been other "original" timelines that branched off and became disconnected through the repeated usages of the incense.

This may be how Sun woo shows up to save his brother at the end. He is from the future of this new timeline (not the one who died).
