In costume dramas, voice dubbing is generally needed as the sets are quite big & sound doesn't carry well and also there' s a lot of on set noise such as fans and equipment (no, their hair doesn't magically blow beautifully and artistically IRL).
Some actors dub their own and others don't - that is a production team choice I think - down to dialect or just sound pitch preference maybe (me speculating here) or even the actor's schedule if they have another drama to film.
