Yep. The emperor knew for a while the empress was plotting. Bringing Duke Ding back is to ensure the crown prince will have someone to support him when he takes the throne (explained on ep 30).
If he were to just give the crown prince the throne, it would be throwing a sheep into a lion’s den as he didn’t know for sure who was involved. It was later revealed that A LOT of people were involved (some royal family - emperor’s uncle, brother, officials, eunuchs, etc).
I actually thought it was a pretty good plan on the Emperor’s part. Except, he should’ve made better plans on getting Duke Ding back safely.

Duke Ding was killed by the Empress. He was supposed to make it to the capital alive, the crown prince was supposed to speak for him (then earning the Duke’s loyalty for life). Things didn’t work out though.
