he explains his feelings in ep34. he was mad that she didn’t tell him about that first romance. he was upset that he learned that she pursued his nephew - he was jealous. he I am sure wished she pursued him. he was mad at himself for not realizing sooner that he was in love with her. He had all these emotions and didn’t know how to deal or sort them out.
also his friend explained to the guard that he’s normally uber rationale. but when it comes to being in love, all reason goes out the door. He needs to figure it out himself.
Yes I get the impression from the drama (vs the book which I haven’t read), that it’s been awhile since his first wife died. he has been focused on his career etc that he hasn’t had any interest in remarrying..until he meets our leading lady, of course ;)
