It'll be their future conflict, facing social punishment etc but she never married his brother neither they're involved romantically, it's a tool for her getting justice for her family at the first place.

I see it from him but since chemistry works both way, we can only see it more later when they fall for eachother, you don't see it rn from her maybe because her character hasn't fall for him yet, so in order to see that she need to fall for him first then we can judge if it's working, imo the tension are there but since right now it's more one sided feelings from him, I haven't seen her love reach her eyes when she sees Wei Yun thus the chemistry hasn't reached their potential yet.

Imho it's really good, among 3big airing dramas, this is the one that I keep looking forward the most & making me feel invested even since early ep, I suggest you to watch their first 3 ep & see if you like it or not or see if they manage to hook you
