It seems many shelved dramas are finally given a chance. It makes me question what the quality of these dramas are if they have been sitting on the bench for so long.

Viki does have it, it might not be available in your region. I have this issue with wetv often, viki is 50/50, that is why I end up on kisskh part of the time otherwise I wouldn't be able to see the dramas I like with subs. Adding Brave, has been a game changer for me.
