The Chinese Hukou system is a means of population registration, not unlike a census crossed with an in-country passport. A hukou differs from a residence permit, as a residence permit is a temporary document that allows a person to be in a particular place and gives them access to certain socio-economic benefits but the benefits granted for a residence permit are significantly limited. A hukou is registered at birth and highly important as it determines access to healthcare, education, social welfare and housing. The hukou system is used to actively limit where a person is allowed to live, especially if one is born into a rural hukou – attempting to change to a more attractive residence or to an urban hukou can be extremely difficult, if not impossible (see Hukou Difficulty Index on marcopolo.org) In this way the hukou system institutionalizes inequality and consolidates the government’s administrative control over China’s population.
