You seem to keep forgetting that a man who said he loved her murdered her family. And she died as a result. Her heart is pretty much stone. Not believing in love is common sense for her atp. Love and actions carried out because of love pale in comparison to not being a pawn/keeping herself and her family safe. You're thinking he loves and did xyz so she should see his sincerity and reciprocate. That will happen later. That's where the plot is taking us. It's just not there yet. Her actions make sense for where the character is at this point in the story.
Let's also not forget he tried to manipulate her before he fell for her. She has seen that side of him.

However, she's been very clear about the terms of their partnership and can deliver her part. How is anybody going to prove she's someone who died three years ago? Nobody even knows. Her secret has little bearing on him.
He, on the other hand, cannot meet the terms of their partnership because he is not the man she thinks he is. The very basis of their partnership is a lie. The chances of his secret being exposed are too high. If anything goes wrong, it'll impact her negatively. His secret puts her at risk.
Not mad at my girl at all. Of course, she's not going to want another man who is entangled with the power play at court while claiming to love her. That love will always be second to his agenda. She knows this from experience. Only problem is that ML is the only one who can actually force her hand into marriage. I guess that's what'll happen.

I rarely have high expectations of dramas, so maybe it makes me more forgiving. There are too many minor villains. The sea calamity feels like a catastrophe we should be worried about for the characters, but they've made it into this vague thing that's hard to care about. And I like me a smouldering-eyed male lead but he needs to do more than smoulder. And the female lead needs to do more than be teary-eyed in return.

Most cross-dressing characters are the leads, and they have to fit that sort of "feminine" mold, so you can tell quickly. The actor playing Bu is tall and lean but not skinny. And her face shape is androgynous so it works.

That's a nice arc for the manhwa. For screen (and given the limited runtime), they'd want to amp viewer empathy for Jay and give him a motivation, so rewriting the mum makes sense. That's just what I think.
