From the first episode, I do feel that XW has feelings for the empress. He was heartbroken when she died. But he has to remain cold and indifferent because of their conflict. I wouldn't say it's love because in that life, their relationship didnt develop into that level. She make sure she cut short any feelings and manipulated other men in order to become empress.
