Soul shifting is sorcery and a crime in Daeho. If the mages do their job properly they have to make Nak Soo face the consequences of her actions. Jang Uk when he will become mage and need to find his place among other mages, he will also have to deal with Nak Soo.
I really don't know how they will develop and conclude this arc of the story but it will have to happen. Hope Jang Uk will find a good solution for Nak Soo.

He was exiled as a way to protect him. Probably the head of Songrim thought it would be better for him be away from Songrim, the palace, the mages.. so he will live as a random person and he will not discover his true origin.
